Pflugerville or Hutto for a new build

What each city gives you for the money, what the tax rate does to the payment, and which one fits the direction you drive. Every figure dated.

Updated 2026-10-23. Prices and rates are from the builders' feeds and the sources named in the text; the community pages carry the detail.

Three questions, not one

Buyers call me about "Pflugerville or Hutto" as if it were one decision. It is three: what you can buy for the money, what the tax rate does to the payment, and which direction you drive every morning. The two cities are twelve minutes apart on SH 130 and the builders are mostly the same names, but on those three questions they split cleanly.

Every number here is from the builders' inventory feeds on 20 and 22 October 2026 or from the source named next to it. The comparison table lower down is generated from the same community data as the rest of this site, so it moves when the data does.

Price: Hutto owns the entry point

The cheapest new homes in either city right now are Lennar's smaller plans in Hutto: Winfield Park from about $210,000 and Firefly Pointe from about $214,000 on 22 October. Pflugerville's floor is about $280,000, and two of the three communities at that price are not detached single-family: Empire's townhomes at Villas at Rowe and Starlight's smallest plans at the Trails at Carmel, with Lennar's Meadowlark Preserve the third.

That $70,000 gap at the bottom is the real difference between the cities. From about $350,000 up, the lists overlap: Meritage, DRB, Lennar, Starlight and Ashton Woods build in both, at similar prices per square foot. At the top, Pflugerville goes higher, with Ashton Woods at Carmel, Pulte at Kuempel Estates and Coventry at Blackhawk all reaching into the $700s, while Hutto tops out around $684,000 at Flora.

Tax rate: the city base is a tie, the districts decide

The two cities' in-city rates are essentially the same: about 2.16% in Hutto on the 2025 roll (city, Williamson County, the emergency services district, Hutto ISD, the college and a small water district) against about 2.23% in Pflugerville on the 2025 roll (city, Travis County, Pflugerville ISD, the healthcare district and ESD No. 2). See the MUD and PID explainer for how the stack works.

Then the special districts take over. Hutto's three district communities carry the highest all-in rates on this site: Flora at 2.98% on the 2025 roll (South Fork Ranch MUD, 1.20%), and Winfield Park and Heritage Mill at about 2.72%, both builder estimates because their new districts have not adopted a rate yet. Pflugerville's MUD communities are lower: the Grove at Blackhawk at 2.66% (Lakeside MUD No. 5, 0.97%), the Trails at Carmel at 2.64% (Travis County MUD No. 24, 0.95%) and Sorento at 2.37% (MUD No. 17, 0.68%). At the other end, Hutto's in-city communities (Cotton Brook, Prairie Winds, Rolling Glen, Emory Crossing) sit at 2.16% on the roll and Pflugerville's in-city communities (Villas at Rowe, Lisso, Kuempel Estates, Lakeside Meadows, Meadowlark Preserve, Enclave at Cele) at 2.23%, close to a tie. Several Hutto communities add a Public Improvement District assessment on top, a fixed annual amount rather than a rate: Cotton Brook's is about $1,850 a year on Lennar's price pages, and Emory Crossing, Cross Creek and Prairie Winds carry one too; in Pflugerville, Meadowlark Preserve (about $2,800 a year), Enclave at Cele (about $2,550) and Lakeside Meadows have city PIDs. I put it in the payment as if it were part of the rate.

What the spread is worth: on a $400,000 home, the difference between a 2.16% community and a 2.98% community is about $3,280 a year, or $273 a month, every year you own it. That is more than most rate buydowns are worth after year two, which is why I put the all-in rate on every community page before the price.

Firefly Pointe is 1.78% on the 2025 roll, below Hutto's base, because the lots sit outside the city limits and pay no city tax. That is real today; the tract has been discussed for annexation, which would add the city's roughly 0.40%, so ask the sales office before you count on it.

Commute: pick the city by the direction you drive

Driving estimates below are road-network times without traffic, from each community's centre, computed on 23 October 2026. Add 10 to 20 minutes for a weekday morning on I-35 or SH 130.

  • Samsung Taylor. Hutto wins by a lot: Cotton Brook and Winfield Park are about 9 to 10 minutes away, the rest of Hutto 11 to 15. Pflugerville's east side is 22 to 25 minutes and the Trails at Carmel and Meadowlark Preserve, furthest south, about 31 to 33.
  • The Domain and north Austin. Pflugerville's west and central communities are closest: Lakeside Meadows about 22 minutes, Villas at Rowe 23, Blackhawk and the Enclave at Cele 25 to 26. Lisso, on Wells Branch Parkway, is the best-placed community on this site for the Domain. Hutto runs 25 to 33 minutes, with Brooklands and Heritage Mill the nearest.
  • Downtown Austin. Pflugerville 27 to 36 minutes, Hutto 34 to 42. If you drive downtown daily, the toll on SH 130 and SH 45 becomes a line in the budget either way.

HOA, lots and amenities

Hutto's newer in-city communities are the lean ones: HOA dues around $36 to $65 a month at Rolling Glen, Cross Creek, Prairie Winds, Emory Crossing and Cotton Brook, on roughly tenth- to fifth-acre lots, with a pool and trails and not much more. Lennar's Firefly Pointe and Winfield Park are the exception at about $117 to $120 a month on Lennar's own price pages. Flora is the exception, a full master plan with resort amenities and the MUD that pays for them. Pflugerville ranges wider: $40 to $86 a month in the single-family communities (Blackhawk about $40 on listing data, Meadowlark $85 on Lennar's page), and $270 a month at Villas at Rowe, where the homes are platted as condominium units and the association covers lawn care and shared elements. Lot sizes run larger at the top of Pflugerville's market (Kuempel Estates at about a fifth of an acre, the Enclave at Cele on 60-foot lots) than anywhere in Hutto.

Builder offers right now

The money is moving in both cities, differently. On the feeds for the 30 days to 22 October, Hutto's Lennar communities had the most price cuts by count: Winfield Park 34 homes, Firefly Pointe 27, Cotton Brook 20, mostly $2,500 to $36,500. Pflugerville had the biggest single cuts: $110,000 at the Grove at Blackhawk (Chesmar), $80,000 at the Trails at Carmel (Starlight). On rates, the best permanent fixed this month is Coventry's 4.99% (6.24% APR) at Blackhawk through its own lender; Empire tags 4.99% at both Villas at Rowe and Flora. The dated, builder-by-builder list is on the incentives page, which I rewrite every month.

Two habits for either city. Ask the builder's lender for the APR, not just the rate, because a 4.99% that is really a 2/1 buydown resets in year three. And get the rate offer's close-by date in writing before you fall for a floor plan.

How I would choose

  • Budget under $300,000: Hutto, and specifically Lennar at Winfield Park and Firefly Pointe, with the tax rate confirmed on the appraisal district site before you contract.
  • Work at Samsung or in Taylor, Round Rock's east side or Georgetown: Hutto. Cotton Brook, Rolling Glen and Prairie Winds keep you at the in-city rate.
  • Work at the Domain, Tech Ridge or Dell: Pflugerville. Lisso for the location, Lakeside Meadows or Villas at Rowe for the price, Kuempel Estates if you want land without a MUD.
  • Want the full master-plan amenity package: Blackhawk in Pflugerville or Flora in Hutto. Price the MUD into the payment first; it is the reason the amenities exist.
  • Want an established neighborhood with resale comps: Sorento in Pflugerville or Cross Creek in Hutto, both finished and resale only now.

I tour both cities with first-time visitors in one loop, east Pflugerville first and Hutto second, so the comparison is a single afternoon rather than two weekends. The guide below has the full community table with every rate on one page.

Pflugerville or Hutto, answered

Is Hutto cheaper than Pflugerville for a new build?

At the entry point, yes. In October 2026 the least expensive new homes on the builders' feeds were Lennar's in Hutto from about $210,000 (Winfield Park) and $214,000 (Firefly Pointe), against about $280,000 for the cheapest Pflugerville options (Starlight at the Trails at Carmel, Lennar at Meadowlark Preserve, Empire's townhomes at Villas at Rowe). Above $400,000 the two cities overlap almost completely.

Which city has the lower property tax rate?

Neither, really: Hutto's in-city rate is about 2.16% on the 2025 roll and Pflugerville's about 2.23% (city, county, school district, healthcare district and emergency services district), so the community matters far more than the city. Hutto's district communities, Flora at 2.98% on the 2025 roll and Winfield Park and Heritage Mill at an estimated 2.72%, are the highest rates on this site. Pflugerville's highest, the Grove at Blackhawk at 2.66% and the Trails at Carmel at 2.64%, sit below them. Several Hutto communities also carry a PID assessment, a fixed annual amount on top of the rate. Compare the all-in cost for the specific community, never the city.

Which is better for a Samsung Taylor commute?

Hutto, clearly. Without traffic, the Hutto communities are roughly 9 to 15 minutes from the Samsung site; the Pflugerville communities are 22 to 33 minutes. For the Domain and north Austin the order flips: west Pflugerville (Lisso) and the Lakeside Meadows area are closest, and most of Hutto is 25 to 35 minutes.

Are the schools different?

Yes. Pflugerville communities are in Pflugerville ISD and Hutto communities are in Hutto ISD, a smaller district that is growing fast and opening new campuses, which means attendance zones move. Check the exact lot on the district's attendance map before you sign, and ask the sales office whether a rezoning is planned.

Do I need a different agent for each city?

No. I work both every week and tour them together on the first visit, usually the Pflugerville east side and Hutto in one loop. Let me be your agent, it costs you nothing: the builder pays my fee from its marketing budget, and registering me at the first visit is what keeps that option open.
