Flora
Hutto's first big amenitized master plan, 825 acres, eight-plus builders from the mid $270s to the high $600s, and the highest MUD rate on this site.
Flora is an 825-acre master-planned community on Hutto's south side with a clubhouse, gym, pool and trails, and more builders than any other community here: DRB, David Weekley, Empire, Meritage, Perry, Scott Felder, Tri Pointe, Highland and Westin. Prices run from the mid $270s (DRB) to nearly $700K (Perry, Westin). The trade-off is a MUD that puts the all-in tax rate near 2.95%.

My honest take
Flora is the community that made Hutto a real option for buyers who would previously have looked at Round Rock. The amenity package (clubhouse, gym, resort pool, trails) is the best in Hutto, nine builders means every price point from the $270s to the high $600s, and it is the obvious landing spot for Samsung Taylor employees.
What I like. Choice and competition. With this many builders in one place you can get three incentive sheets in one afternoon and let them compete. Tri Pointe's October offer ($30K credit or a 5.25% fixed) was the cleanest deal in the area; Empire and Perry both had rate programs; David Weekley's quality is a step up if you can stretch.
What to watch. The MUD. At roughly 2.95% all-in, Flora carries the highest tax rate of any community on this site, almost a full point above Hutto's base. On a $450,000 home that is about $340 a month more than a no-district Hutto home, which is more than any rate special is worth. If the amenities are the reason you are here, that is a fair trade; if they are not, Prairie Winds and Rolling Glen are a few minutes away at 2.16%.
Who this is for. Buyers across the whole range who want amenities, a Samsung-friendly commute, and multiple builders to compare. Especially good for move-up buyers in the $450K to $650K range, where Perry, Highland and Westin compete.
My tour routine here. Amenity center first, then models by budget, then the finished specs that have been cut. I collect every builder's written offer and we compare APRs and all-in monthly payment before we pick one to negotiate with.
Questions about Flora
How high is Flora's tax rate really?
About 2.95% all-in on builder data, versus roughly 2.0% for Hutto homes with no district and 2.16% at Prairie Winds or Rolling Glen. On a $400,000 home the gap to Prairie Winds is about $260 a month. The amenities are what you are paying for.
Which builder should I start with in Flora?
By budget: DRB under $400K, Empire/Scott Felder/David Weekley/Tri Pointe in the $350K–$530K band, Perry/Highland/Westin above $470K. By incentive in October 2026: Tri Pointe's $30K-or-5.25%-fixed was the cleanest offer on paper.
Is the MUD rate going to come down?
MUD rates typically fall slowly as the district's bonds are paid off and the tax base grows, over 20 to 30 years. Do not underwrite your payment on a future reduction; underwrite it on today's rate.
What are the HOA dues?
About $1,050 a year, roughly $88 a month, for the clubhouse, gym, pool and trails.
How far is Samsung Taylor?
About 15–20 minutes via FM 1660 / US 79, which is why Flora is the default recommendation for Samsung-bound buyers who want amenities.
