Kuempel Estates
Pulte's one-acre-feel estate community east of town with no MUD and no PID, from the low $500s.
Kuempel Estates (Pulte markets it as Kuempel Farms) is a newer Pulte community on Pflugerville's east side near Weiss Lane, built on larger lots with a "lowest tax rate, no PID or MUD" pitch. Homes run from about $504K to $760K, HOA is roughly $86 a month, and in October 2026 Pulte was offering up to $40,000 in flex cash plus half-off lot premiums on to-be-built homes.

My honest take
Kuempel Estates is the answer when a client says "I want land and I don't want to pay a MUD." It is the only community on this list that is both larger-lot and inside the city's base tax rate, and Pulte's October offer (flex cash plus half-off lot premiums) was the most generous to-be-built package in the area.
What I like. The tax math. Against a $600K home in the Grove at Blackhawk, the no-MUD rate here saves roughly $235 a month, which over a decade is more than most buyers will ever get from a rate special. The lots are genuinely bigger, the HOA is modest, and Pulte's design studio is solid if you want to pick finishes.
What to watch. Timing and the rate product. Most of what is for sale is to-be-built, so you are 7 to 10 months from keys and exposed to rate moves unless you lock through Pulte Mortgage, whose headline product here is a 7/6 ARM, not a fixed. The flex cash is tied to using their lender. Get an outside loan estimate on the same day and compare the APRs; if the ARM is right for you, fine, but decide that on paper.
Who this is for. Move-up buyers in the $500K to $750K range who want space, are not in a hurry, and would rather have a low permanent tax rate than a resort pool.
My tour routine here. Model, then the available lots with their premiums listed. Ask the rep to show the premium schedule, the current flex-cash terms, and the fixed-rate alternative to the ARM.
Questions about Kuempel Estates
Does 'no MUD, no PID' really mean a lower payment?
Yes. The combined rate is roughly the city base rate (about 2.13%) versus 2.6% in Blackhawk a few miles away. On a $600,000 home that is about $235 a month, every month, with no sunset date to wait for.
What is a lot premium and why does half off matter?
Builders charge extra for corner, cul-de-sac, greenbelt or oversized lots, often $10K–$50K. Half off the premium is real money that most builders will not touch; it was the only such offer in the area in October 2026.
Is the 4.75% a fixed rate?
No. It is a 7/6 ARM: fixed for seven years, then adjusts every six months. That is a long runway, but it is not a 30-year rate. Ask for the fixed-rate alternative and compare APRs.
How long does a to-be-built home take?
Plan on 7 to 10 months from contract, which is why Pulte's rate lock-and-close deadline matters. If you need to move sooner, ask about quick move-ins.
What are the HOA dues?
About $86 a month, lower than most amenitized communities because there is no large amenity center.
