On 22 October 2026 it had seven finished three- and four-bedroom homes, 1,860 to 2,453 sq ft, from about $448,000 to $540,000, with no HOA on the builder feed and no rate program. It is a closeout, which is where price negotiation works best.

My honest take

Enclave at Cele is a different kind of listing: no master plan, no amenity center, no rate banner. Seven finished Saratoga homes on Cele Road, east of the city, all with three-car garages, all ready in October 2026.

What I like. The negotiating position. A finished home with no rate program attached is a home where the discount has to come off the price, and Saratoga has shown it will do that (every one of its Blackhawk specs had its last price move down this fall). No HOA on the feed, and lots that are larger than the master-plan sections nearby.

What to watch. The feed gives no tax rate for these lots, so look it up on TCAD before you compare; east of the city limits the rate is usually lower than in town, but confirm it. No amenities, and a long drive to anything that is not Pflugerville. And "closeout" means what it says: when these seven are gone, the community is done.

Who this is for. Buyers between $450,000 and $540,000 who want a finished home with a big garage, no HOA, and a price they can negotiate, and who do not need a pool down the street.

Questions about Enclave at Cele

Why is there no HOA?

The builder feed lists none. A small section without shared amenities often has no association, which saves $50 to $90 a month but also means no one enforces the deed restrictions beyond the neighbours.

What is the tax rate?

The feed does not report one for these lots. Cele Road is east of Pflugerville's city limits, where the rate is typically county plus school district plus the smaller entities, around 2.0 to 2.2%, with no city line. Look up a neighbour's address before you compare.

Can I negotiate?

This is the best place on the site to try. Seven finished homes, no rate program to hide a discount in, and a builder that cut every Blackhawk spec earlier in the year. Offer below list and ask for closing costs; the worst case is a no.
